Purchase Order Approval: How to Control Spending Without Slowing Down

Build a purchase order approval process that controls spending without slowing your team: thresholds, a simple workflow and automated reorders.

Without purchase order approvals, spending creeps. A manager orders a bit extra "just in case." Two locations order the same specialty item from different suppliers at different prices. A big order goes out that nobody else knew about.

But approvals that are too strict cause their own problems: orders stuck waiting, stockouts and frustrated managers working around the system.

The goal is a purchase order approval process that catches the orders worth checking — and lets everything else flow. Here's how to build one.

What is a purchase order approval process?

It's the set of rules for who can create a purchase order (PO), which POs need approval, who approves them and how fast. A good process gives you:

  • Spend control — big or unusual orders get a second look
  • Accountability — a record of who ordered and who approved
  • Accurate receiving — deliveries are checked against an approved PO
  • Better supplier pricing — orders are consolidated, not scattered

Signs your approval process is too loose

  • Surprise invoices nobody remembers ordering
  • Overstock and spoilage from over-ordering
  • Different locations paying different prices for the same item
  • No way to check a delivery against what was ordered

Signs it's too strict

  • Routine reorders wait days for sign-off
  • Stockouts because a PO was stuck in someone's inbox
  • Managers placing orders by phone to get around the system
  • Approvers rubber-stamping everything because there's too much to review

How to design a PO approval process

1. Set approval thresholds

Not every order needs the same scrutiny. Use dollar thresholds, for example:

PO valueApproval
Under $500No approval — location manager can send
$500–$2,500Area or operations manager
Over $2,500Owner or finance

Pick numbers that fit your business. The aim is to have approvers review a small number of meaningful orders, not every case of napkins.

2. Add rules for unusual orders

Some orders deserve a check regardless of value:

  • A new supplier
  • An item not on the usual order list
  • An order well above the usual quantity
  • A capital purchase (equipment, fixtures)

3. Use preferred suppliers and items

Keep a list of approved suppliers and items with agreed prices. Orders that stick to the list can move faster.

4. Set an approval time limit

Commit to approving or rejecting POs within a set time — say, one business day. Escalate anything that sits longer.

5. Make approving easy

Approvers should be able to see the PO, the supplier, the items, current stock levels and the location — and approve from their phone.

6. Receive against the PO

When the delivery arrives, check it against the approved PO and record any shortages, substitutions or damage. This is where approval pays off: you only pay for what you ordered and received.

7. Review spending monthly

Look at spend by location, supplier and category. Adjust thresholds if approvers are overloaded or if too much is slipping through.

A simple PO approval workflow

  1. Draft — a manager (or an automation) creates the PO.
  2. Check — the system applies thresholds and rules.
  3. Approve — if needed, the right approver approves or rejects.
  4. Send — the PO goes to the supplier.
  5. Receive — delivery is checked against the PO; stock is updated.
  6. Close — the PO is closed and matched to the invoice.

POs with approval in Cayro Inventory

Cayro Inventory handles purchase orders with approval: create POs for suppliers, submit them to someone with approval rights (who is notified straight away), and receive against them so stock updates automatically in the ledger. Nobody approves their own order.

Draft reorder POs automatically with Cayro Flow

The fastest PO is the one nobody has to type. Cayro Flow can draft reorder POs automatically — for example, when stock drops below its reorder point, Flow drafts purchase orders for everything that's low at that location and tells your purchasers. Nothing is sent until it's reviewed and approved, so routine reorders keep moving and unusual ones still get checked.

PO approval checklist

  • Dollar thresholds set for each approval level
  • Extra rules for new suppliers, unusual items and big quantities
  • Preferred supplier and item list maintained
  • Approval time limit with escalation
  • Approvers can review and approve on mobile
  • Deliveries received against the PO
  • Spend reviewed monthly

Control spending, keep things moving

A good PO approval process is invisible for routine orders and firm for the ones that matter.
